Cow protection has become a mammoth issue in the country and with this flair Rajasthan has rolled out a new financial imposition for this. People who are making rent agreements, lease agreements and mortgage papers will also have to pay an extra charge of 10% on the stamp duty. This extra 10% will be used for cow protection in the state.

These salient charges have been imposed by the finance department of the state. Technically, they have put these onto all things including as non-judicial instruments. For this, they had released the order on March 31st.

The order states that, “In exercise of the powers conferred of the Rajasthan Stamp Act, 1998 and in supersession of this department’s notification, state government hereby orders surcharge at the rate of 10 per cent on stamp duty payable on all instruments for the purposes of conservation and propagation of cow and its progeny,”

This year’s budget speech from CM Vasundhara Raje had a lot to say and covered all aspects of the probable development. She had promptly made announcement for the developments of the basic infrastructure, safety, protection of cows. This order does not cover anything like revenue ticket, judicial stamps and insurance tickets.

We can proudly say that, Rajasthan is the only state in the country which has a dedicated cow ministry. Rajasthan’s cattle population is more than 5 lakh and the state is taking all necessary measures to bring some good care for them. In fact, previous year only, the state government mentioned that it needs a minimum assistance of Rs. 200 crore and till Rs. 500 crore for taking the good care of cattle in the state.

Surprisingly, during current times, the Rajasthan Cow Ministry has 11% share of the complete land registrations revenue.

Unlike, Rajasthan, Punjab government will impose the cow cess on utilities like automobiles and electricity. Not in the whole state, but they will start it in some cities of the state.
