Seeing the rising number of homeless individuals and illegal residential encroachment in the capital, Rajasthan government will soon conduct a people’s survey to identify the exact number of destitute in Rajasthan. Accordingly, the government will make arrange permanent, well-furnished night shelters to accommodate such individuals.
It’s to be noted that the survey will be conducted by the government, after a gap of 13 years. The last survey was conducted by Raje government in 2003. After Congress came to power in 2008, the leaders didn’t pay much attention to these night shelters.

A roadmap for shelter construction, based on the outcomes of the survey report, will be forwarded to the Supreme Court within 10 days. Simultaneously, the JDA will construct permanent night shelters and record its maintenance reports for next two years. Meanwhile, Rajasthan civic body has been given the task to equip night shelters under with essential amenities.

Recently, the civic body officials discussed the development of night shelters at directorate of local bodies (DLB) this week. They mentioned that Rajasthan runs 383 night shelters under National Urban Livelihoods Mission (NULM). However, many of them lack in basic facilities. Considering the poor upkeep and management of the shelters, state committee president and retired judge Kailsah Gambhir had advised the state government to revamp it as soon as possible.

The government will make provisions for new mattresses, quilts, first-aid kits, RO water purifiers and a new kitchen to provide warm and nutritious meals in these centres. Each shelter will be managed by a care taker to ensure they run according to the SC’s standards. Additionally, the homes will be secured by CCTV cameras to ensure safety.
To promote these shelters amongst the needy, the department will set up information centers and hoardings in railway station, bus stands and public places. The government will upload information pertaining to individual centers (such as location, number, caretaker details and capacity) on state and NULM website.
An inspection committee will be separately set to inspect the condition of these night shelters from time to time. This move will resolve unnecessary crowding on the footpaths at night and the homeless will get a safe and comfy place to spend their nights.
