    Happiness Coming in Rajasthan

    Keeping in line with the announcements by the United Nations Organization (UNO), Rajasthan government has decided to boost the ‘happiness index’ of native cities—a project that will be implemented and monitored by the CM herself. Every year, UNO releases a list of parameters determining the ‘happiness index’ of various cities and people. Additionally, the government of India declares the criteria for ‘happiness and liability index’, of its own. State government will consider these parameters as standards to gauge the progress of cities in Rajasthan.

    Nodal Officers, Audit Companies & Public Feedback through App will Determine the ‘Happiness’ of the Cities…

    Rajasthan’s local self government department has been given the responsibility to develop happy cities in Rajasthan. The idea is to ensure that public servants realize their responsibility and start working in all key sectors of development. The cities will be judged on the basis of: Cleanliness, education, electricity, water, sports, entertainment, public transportation, social harmony, law and order.

    District collectors (nodal officers) will inspect the projects being undertaken in each individual division/district. To ensure that all officers and departments are working properly, the authorities will invite audit companies to verify the outcomes of policy implementation.

    A new app will be developed to collect feedback from local residents.

    The state will felicitate the various departments, district collectorates and divisions that score good marks. The local self government department has already drafted the blueprint with defined statistics for the same.

    Here’s how they’ll achieve their targets –

    1. A Comprehensive Marking System to Determine Progress:

    20%: Urban development and management (Following property distortion rules, ODF, roads and sewerage, door-to-door urban waste collection)

    15%: Public Facilities: Washrooms, entertainment centers, celebration of festivals, public fairs and gatherings.

    10%: Public improvement: environment conservation, MSMEs, formation of local mandi to accommodate street hawkers, proper space allotted for public vendors.

    05%: Wi Fi hotspot, connectivity, communication, social security, health, education, tax collection.

    1. Parameters for Marking
    • Division work (Solid waste management, roads, sewage and drainage, sewerage, park, tax collection, waste water recycling),
    • Health & Medical Treatment,
    • Educational activities (Conference, seminars, workshop for kids, skill development, training, certificate course, career fairs, upkeep and maintenance of school, staff selection, administration),
    • Sports facilities (Sports Institutes, Sports faculty, local games and events, number of sports students),
    • Entertainment & Recreational facilities (Quantity and Quality of Entertainment),
    • Environment: Public Park, green cover, heritage zone, baawdis (water reservoirs), rainwater management, waste water drainage, water supply,
    • Public transport (Availability, means, fare and maintenance),
    • Environment (Extent of damage and control),
    • Drinking water supply,
    • Security of senior citizens, kids, teens and women at public place,
    • Public gatherings (Social events, cultural programs, theatre, cultural centers, cinema halls, fair, markets, plazas, malls),
    • Employment opportunities and economy,
    • Internet facilities (Wi-Fi connectivity at railway station, bus stops and Public places),
    • Old city to new city infrastructure, development and revamp.

    1. Terms and Conditions
    • Cities will be ranked in the following categories—most happening, most friendly, cleanest, most user-friendly city.
    • The selection process for first phase will close by July 15. The results will be declared in August and prize distribution ceremony will be held on 15 august.
    • Happiness is incomplete without social security and a friendly atmosphere. Government has given priority to ‘socializing’. The average duration for socializing will be bifurcated in 5 categories—0 to 3 hours, 3-5 hours, 5-7 hours, 7 to 9 hours, and 9+ hours.
    1. Verification through mobile apps, data collection and ranking.

    Based on this full-proof plan, we can say that soon, Rajasthan will be brimming with happiness!
